The Order of Merit of Malta is awarded by the Sovereign Military Hospitaller Order of Saint John of Jerusalem, of Rhodes and of Malta, which is an independent sovereign entity. While the order is based in Rome, it has a global presence and operates through its own government, diplomatic corps, and humanitarian organizations.
